It started as a three hour tour and ended up as a floating Christmas parade, The James River Parade of Lights . Local boat owners, not to be outdone by tacky landlubbers, adorn their boats with lights, decorations, and anything else seasonal and float leisurely down the James to the delight of thousands of Richmonders.
